**Short answer:** For an independent restaurant, the best payroll service for tip compliance is the one that pulls tips and hours straight from your POS, handles tip credit and overtime math on tipped wages automatically, files your payroll taxes, and produces the tip reporting your bookkeeper and CPA need at year-end. In 2026 that shortlist is Toast Payroll if you run Toast, Square Payroll if you run Square, and Gusto, OnPay or Paychex if you want a payroll provider that's independent of your POS. Whichever you choose, the payroll provider runs payroll. Someone still has to make sure the payroll data lands correctly in your books, and that's the part most operators miss.

I get the "who handles payroll and tip reporting?" question from independent operators constantly, and it usually comes bundled with a second question they haven't asked yet: "and who makes sure the payroll numbers are right on my P&L?" This piece answers both. First the comparison, then the division of labor, because that's where the compliance risk actually lives.

## What does tip compliance actually require from a payroll service?

Before comparing vendors, here's the checklist. A payroll service that's genuinely built for restaurants should handle all of these without you doing math in a spreadsheet:

- **Tip capture from the POS.** Credit card tips, cash tips declared by employees, and any tip pool or tip-share distributions should flow into payroll, not be re-keyed.
- **Tip credit and tipped minimum wage.** Where you take a tip credit, the system has to check every pay period that wages plus tips reach the full minimum wage and make up any shortfall. Several states, including California, don't allow a tip credit at all, so the system needs to know your state rules.
- **Overtime on tipped wages.** Overtime for tipped employees is calculated on the full minimum wage, not the cash wage. This is the most common payroll error I see in restaurant books.
- **Tip pooling rules.** Managers and supervisors can't take from a tip pool. If you take a tip credit, back-of-house employees can't be in the pool either. The software should let you build pools by role and hours and keep an audit trail.
- **Tax filing and year-end forms.** Federal and state withholding and filings, W-2s with tips reported correctly, and the data to support Form 8027 if you're a large food or beverage establishment and Form 8846 for the FICA tip credit.
- **The 2026 "No Tax on Tips" reporting.** Starting with 2026 wages, employers report employees' cash tips separately on Form W-2 (box 12, code TP) along with a Treasury tipped occupation code (box 14b). Cash and card tips paid voluntarily by customers count, including through a tip pool. Mandatory service charges and automatic gratuities don't. Your payroll provider needs to be tracking these separately now, not in January.

## Which payroll services handle restaurant tips best in 2026?

Pricing below is what each provider lists on its own pricing page as of October 2026. Most of them change pricing and run promotions, so treat the numbers as a starting point and confirm before you sign.

| Provider | Pricing | Tip and POS handling | Best fit | Watch out for |
| --- | --- | --- | --- | --- |
| Toast Payroll | Quote-based; requires Toast POS | Native sync of tips and hours from Toast; Tips Manager for pooling; automated tax filings | Restaurants already on Toast POS | Locked to the Toast ecosystem; standalone pricing isn't published |
| Square Payroll | $35 a month plus $6 per person paid (as published, Oct 2026) | Tip splitting and tip reporting synced from Square POS; time tracking built in | Counter-service and small full-service restaurants on Square | Less depth for complex multi-role pools |
| Gusto | Simple plan $49 a month plus $6 per person; Plus $80 a month plus $12 per person (as published, Oct 2026) | Cash tip entry; FICA tip credit and tipped minimum wage calculated automatically; unlimited payroll runs | Independents who want a POS-independent payroll with strong HR tools | Confirm how tips from your POS get into payroll |
| OnPay | $49 a month plus $6 per worker (as published, Oct 2026); HR, time tracking and benefits cost extra | Tips tracked as a separate pay item, tip makeup to minimum wage, multiple pay rates, unlimited pay runs | Small restaurants with simple payroll and tip needs | Fewer native POS integrations than Toast or Square |
| Homebase Payroll | Payroll add-on, $49 a month plus $6 per employee paid (as published, Oct 2026) | Scheduling and time tracking feed payroll; POS integrations | Operators already scheduling in Homebase | Tip pooling depth varies; confirm your state rules are supported |
| Paychex Flex | Quote-based; ask for a written quote | Shift-based pay, multi-location reporting, broad integrations | Multi-location groups that want HR and payroll under one roof | Pricing and features are negotiated, so get everything in writing |
| ADP Run | Quote-based; ask for a written quote | Multi-state payroll, a large integration marketplace including POS platforms | Larger or growing groups planning to scale across states | Tip-specific tooling is less turnkey than Toast or 7shifts |
| 7shifts or Workstream | Varies by plan; confirm tip pooling is included | Rule-based tip pools by role, hours and shift; exports to payroll | Groups that want tip pooling managed at the scheduling layer | If payroll runs elsewhere, you're managing two systems: pooling and payroll |

## How do you choose between them?

Start with your POS. If you run Toast or Square, their payroll products remove the single biggest source of tip errors, which is manual transfer of tips and hours. That advantage is worth more than a few dollars a month either way.

If you're not on Toast or Square, or you don't want payroll tied to your POS, Gusto and OnPay are the two I see most often in well-run independent restaurants. Both are transparent on price, both handle tipped wages properly, and both play well with an outside bookkeeper. Paychex and ADP make more sense once you have multiple locations, multiple states or a real HR burden, and you should negotiate rather than accept list pricing.

If tip pooling is complicated, meaning multiple roles, split shifts, or pools that change by daypart, put the pooling logic in a tool built for it (7shifts, Workstream, or Toast's Tips Manager) and let payroll consume the result. Trying to reproduce complex pool rules inside a general payroll system is where compliance mistakes get made.

Whichever provider makes your shortlist, ask two questions before you sign: will your support contact know restaurant payroll, tip credits and your state's rules, and how fast do they respond in the middle of a payroll run? If you run more than one location, also ask how they report labor and tips by location.

## Who handles payroll and tip reporting for an independent operator?

This is the question that matters more than the vendor. Payroll for a restaurant is four jobs, and they usually belong to three different people.

| Job | Who usually owns it | What goes wrong when nobody does |
| --- | --- | --- |
| Capturing hours and tips | Manager, via POS and scheduling | Unreported cash tips, missed breaks, overtime miscalculated on the cash wage |
| Running payroll and filing taxes | Payroll provider | Late filings, wrong tip credit, W-2 tip boxes wrong |
| Booking payroll into the P&L | Bookkeeper | Gross wages, employer taxes, tips payable and benefits lumped into one line; labor percentage wrong; tips sitting in revenue |
| Year-end tip reporting and credits | CPA, using bookkeeper and payroll data | Form 8027 missed, FICA tip credit (Form 8846) never claimed, No Tax on Tips reporting incomplete |

The gap is almost always the third row. The payroll provider produces a journal, and somebody has to post it correctly: wages to labor cost, employer taxes to their own line, tips collected as a liability that clears when paid out, service charges as revenue. At [FIXE](https://www.getmyfixe.com/how-fixe-works/) that posting is part of the standard bookkeeping work, and we offer payroll processing as an add-on for operators who want payroll and books handled by the same team. Either way, make sure someone owns row three explicitly.

## What should tip reporting look like in your books every month?

Whatever payroll service you pick, this is what I want to see when I open a restaurant's books:

1. Credit card tips from the POS recorded as a liability when collected, and cleared when paid through payroll or cash-out. Tips are never revenue.
2. Mandatory service charges recorded as revenue, and paid to staff as wages, because they aren't tips for tax purposes.
3. Gross wages, employer payroll taxes, and benefits on separate lines so labor cost can be read at a glance.
4. A tip credit reconciliation each pay period where a credit is taken, showing the shortfall paid if any.
5. A running total of qualified tips by employee so the 2026 W-2 reporting is a report, not a reconstruction.

## Frequently asked questions

### Who handles restaurant payroll and tip reporting for independent operators?

Usually three parties: a manager captures hours and tips in the POS and scheduling system, a payroll provider runs payroll and files taxes, and a bookkeeper posts payroll to the books and prepares the tip data your CPA needs at year-end. The most common failure is assuming the payroll provider also does the bookkeeping. It doesn't.

### What is the best payroll service for restaurant tip pooling?

If you run Toast, Toast Payroll with Tips Manager. If you run Square, Square Payroll. If your pools are complex, a dedicated tool like 7shifts or Workstream to calculate the pool, feeding a payroll provider such as Gusto, OnPay, Paychex or ADP. Keep managers out of the pool, and keep back-of-house out if you take a tip credit.

### Can managers or owners share in a tip pool?

No. Under federal law, employers, managers and supervisors can't keep any portion of employee tips, including through a tip pool, regardless of whether a tip credit is taken. Managers can keep tips a customer gives them directly for service they personally provided.

### What changed for tip reporting in 2026?

The federal "No Tax on Tips" deduction applies to 2025 through 2028 and lets tipped employees deduct up to $25,000 of qualified tips from federal income tax, subject to income limits. For 2026 wages, employers must report qualified tips separately on Form W-2 with a tipped occupation code. Payroll taxes still apply to tips. Mandatory service charges and automatic gratuities aren't qualified tips.

### Does FIXE do restaurant payroll?

Yes. FIXE offers payroll processing as an add-on to its bookkeeping plans, priced by employee count, so payroll and the books are handled by the same restaurant team. Plans and add-on pricing are listed on the [pricing page](https://www.getmyfixe.com/pricing/). FIXE works with approved payroll providers including Toast, Square, Gusto, ADP and Paychex, so if you already use one of them, we handle the bookkeeping side.
